The Key Discussion of the Cabinet meeting 18 July 2025 has been describe below.
1. The Assam Cabinet has approved Sanction to Eti Koli, Duti Paat Scheme
- Cabinet approved Rs. 342 crore for the Mukhya Mantri Eti Koli, Duti Paat Scheme.
- Financial support of Rs. 5,000 will be given as a one-time installment.
- Around 7 lakh workers and employees to benefit.
2. Fructifying Advantage Assam 2.0 Proposals
- The Assam Cabinet has approved the allotment of land at Sarusajai, Guwahati for:
- A 500-bed Medanta Hospital
- A 100-bed Women and Child Hospital
- A 5-star Lemon Tree Hotel
- The combined investment of these three projects is Rs. 800 crore.
- The projects will generate approximately 2,700 jobs for local youth.
3. Inclusion of Employees under MMLSAY
The Assam Cabinet has approved the inclusion of willing employees and their dependents from the following organizations under the Mukhya Mantri Lok Sevak Arogya Yojana (MMLSAY):
- Assam Power Distribution Corporation Ltd
- Assam Electricity Grid Corporation Ltd
- Assam Power Generation Corporation Ltd
- Adarsha Vidyalaya
4. Teachers Quarters and Students’ Hostel in Assam Medical College and Hospital
The Assam Cabinet has approved a project worth Rs. 357.28 crore to construct Teachers Quarters and a Students’ Hostel in the Assam Medical College and Hospital. The project will include: Staff Residence, Hostel, Dining Block, Community Hall, etc.
5. Setting up of National University for Disability Studies
- The Assam Cabinet has approved the allotment of land for the university.
- Waiver of land premium granted to the Ministry of Social Justice and Empowerment.
- The university will be established as a National University for Disability Studies.
6. Boosting Hydrocarbon Exploration and Production
- The Assam Cabinet has approved exemption of hydrocarbon exploration and production activities from:
- The Assam Regulation of Reclassification and Reclassification cum Transfer of Lands Act, 2015.
- This exemption is subject to payment of applicable premium.
- Companies can now purchase or lease land directly from landowners through negotiated settlement.
- The transactions will be based on prevailing market rates and applicable guidelines.
7. Allotment of Land under Mission Basundhara 3.0
The Assam Cabinet has approved the allotment of Government land under Mission Basundhara 3.0 to the following:
- 336 infrastructure projects of the State Government
- 45 projects of corporations, boards, etc.
- 3,247 non-individual juridical entities
- 28 Central Government departments and undertakings
